Bogotá, capital of Colombia : 8 million inhabitants at 2640m altitude on the Andean cordillera, one of the world's highest capitals (after La Paz, Quito, Sucre). "Eternal spring" climate without marked seasons. September is my favourite month (8.0/10): 8-20°C, 31% rain, often clear sky.
