Havana, Cuban capital: 2 million inhabitants, museum-city stuck in the 1950s (American embargo since 1962, vintage American cars, dilapidated but charming colonial buildings). February is my favorite month (8.8/10): 70-84°F, 23% rain, end of the dry season, ideal temperatures.
